Fixation of Pay

I am serving in Bps 17 ,on temporary basis in a Govt Sector since last five year.My first salary was revised in July 2007 . Hereafter the salary of all my collogues including me was not revised . After three years in Feb 2010 the salary of all my collogues has been revised but not of mine. I have been asked by higher authorities that my salary has been fixed. I enquired about the same though application but I was not replied positively. The higher authorities are not telling me any genuine reason behind the fixation of my pay. Now it has been passed more than five years I am drawing the initial pay but my juniors are drawing their salary more than to me.

Sir plz tell me !

1. what step I should take ? Can I sue against the concern authority? If I sue against the concern authority whether they removed me form my service ?
